Rhiannon Bennett, LGPC:

Rhiannon Bennett holds a master’s degree in psychology and a master’s degree in counseling from Hood College in Frederick, Maryland. She is a nationally certified counselor who has been with the Mental Health Center since March 2023. Rhiannon enjoys working with clients of all ages and is particularly interested in assisting clients with past trauma, ADHD, anxiety, autism, bipolar disorder, depression, and schizophrenia, although Rhiannon finds that she enjoys helping people with all different types of disorders.
Kylie Carbaugh, LMSW:

Kylie Carbaugh is a Licensed Master Social Worker for the outpatient program; providing individual, family, and group therapy to all ages. She received her MSW with a focus in Rural Integrated Behavioral Health Treatment at West Virginia University in 2023. Kylie has a background in working with children (5-17) through the Mental Health Center’s Children and Adolescent PRP program, beginning in 2020. She transitioned to the mobile treatment program in 2021, where she worked as a crisis mental health case manager for adults and children. Kylie supports her clients by creating a safe, warm, and non-judgmental space that allows for healing and growth.
Fallon Crist, LCPC:

Fallon Crist has been employed with the Mental Health Center since November 2015. She is a Licensed Clinical Professional Counselor and Board Approved Clinical Supervisor. Fallon enjoys working with the adult population and has interests in women’s issues, anxiety, self-esteem, healthy relationships, life transitions, and career guidance. Her passion for providing clinical supervision to counselors and interns, training and mentoring new staff, and helping with administrative tasks have also earned her the titles of team leader, clinical administrative liaison, and admissions coordinator.
Ashley Eshleman, CRNP-PMH:

Ashley Eshleman is a board-certified, Psychiatric Mental Health Nurse Practitioner (CRNP-PMH) and has been serving the community at The Mental Health Center for sixteen years. She obtained her undergraduate nursing degree from Eastern Mennonite University and her Master of Science in nursing degree (specializing in mental health) at Shenandoah University. Ashley sees patients ages 13 and older and has experience in treating a wide range of mental health issues. She is passionate about building collaborative relationships with her patients, listening to their concerns, and helping them meet their treatment goals.
Kaylee Folmer, LMSW:

Kaylee Folmer is a Licensed Masters Social Worker for the Mental Health Center’s Outpatient Program; providing individual, family, and group therapy to all ages. She received her MSW with a focus in Rural Integrated Behavioral Health Treatment at West Virginia University in 2024. Kaylee has a background in crisis mental health case management beginning in 2019, where she started working in the Mental Health Center’s mobile treatment program as a case manager. Kaylee later transitioned positions to an outpatient therapist in late 2024.
Julie Huff, LCPC:

Julie “Belle” Huff is a Licensed Clinical Professional Counselor. Her professional background was in music education and performance, and in medical healthcare. Belle’s specialty is in grief and loss. Belle also focuses on trauma, anxiety, depression, and life changes/transitions. Her approach is primarily person centered, incorporating various psychotherapeutic approaches which include: CBT, Reality Therapy, Mindfulness, Existentialism, and Trauma Focused Therapy.
Desirae Mehaffie, LCSW-C:

Desirae Mehaffie is a Licensed Clinical Social Worker – Certified and Maryland Board approved clinical supervisor at the Mental Health Center. She has over 10 years’ experience serving the Washington County community through our mobile treatment, PRP and outpatient programs.
Kalee Messenger, LCPC:

Kalee Messenger obtained her master’s degree in clinical mental health counseling from Shippensburg University in 2016 and also holds a bachelor’s degree in art therapy. In addition to her role as an outpatient therapist, she is also a team leader, a supervisor, and a liaison between the Mental Health Center’s outpatient therapy team and the Child and Adolescent Psychiatric and Rehabilitation Program (PRP). Kalee’s aim is to create a judgement-free (and often humor-filled) space for clients to better understand themselves and to work to overcome current challenges.
Daniel Moats, LMSW:

Daniel Moats is a Licensed Master Social Worker who has been working at the Mental Health Center since July of 2023. He is currently an outpatient therapist, as well as, an outpatient team lead. Daniel works with all ages to provide individual therapy, group therapy for the Children and Adolescent PRP program and school-based services in the Washington County Public Schools. He completed a nine month internship as an outpatient therapist intern prior to working full-time at the Mental Health Center, and worked in an inpatient psychiatric facility before working at the Mental Health Center. In his free time he enjoys being around cars and playing video games.
Dr. Syed

Dr. Syed is a graduate of Sindh medical College affiliated with Karachi University in Karachi, Pakistan. She completed her residency at Penn State Hershey Medical Center in Hershey, Pennsylvania. She is board certified in adult psychiatry with the American Board of Psychiatry and Neurology. She is committed in helping her patients to the best of her ability by working with them as a team to achieve the best possible outcome. In addition she also provides psychiatric evaluations for bariatric surgery and spinal cord stimulator implants.
Winelis Rodriguez-Marquez (No Photo)
Winelis Rodriguez-Marquez is a Licensed Clinical Professional Counselor. She is an outpatient team leader and school liaison at the Mental Health Center. Winelis assists children and adults with navigating a variety of challenges such as interpersonal relationships, depression, anxiety, and trauma. Bilingual in English and Spanish, Winelis provides compassionate and culturally sensitive care to clients from diverse backgrounds.
