Strategic Plan 2022 – 2024
Executive Summary:
The Mental Health Center of Western Maryland, Inc. (MHC) is routinely evaluating its future opportunities and challenges and has identified four issues that align with the Center’s vision and strategic long-term direction. These issues are connected to the goals of increasing accessibility, being efficient and effective while enjoying high satisfaction from persons we serve.
Vision Statement: Our vision is to provide culturally competent, holistic and wellness focused services that promote patients’ social emotional development, prevent development of mental health challenges and address social emotional problems that currently exist. MHC seeks to encourage each person to be responsible for making choices to manage one’s disorder(s) and life. We recognize their basic integrity and wholeness and their right to self-determination.
Organizational Values: 1. Respect -everyone is entitled to respect. 2. Effectiveness – services are offered to meet patient/family needs and desired outcomes. 3. Responsiveness – services are offered in a timely manner. 4. Quality – MHC’s national accreditation reflects high service standards and incorporates current psychiatric knowledge. 5. Empowerment – MHC patients will increase mastery of their lives using personal and community resources. 6. Participation – services are collaborative and support active participation of MHC patients.
Strengths and Weaknesses: MHC strengths include our campus and its location, fiscal health, fully licensed clinicians, graduate licensed clinicians, licensed prescribers and an electronic health record with E-prescribing capabilities. We are licensed by the Maryland Department of Health, Behavioral Health Administration to provide outpatient treatment, psychiatric rehabilitation and mobile treatment services. MHC’s weaknesses include diversifying our revenue stream and the use of 15 passenger vans.
Long Term Objectives: The management team will be responsible for the efficiency initiative of reducing employee turnover by 5%. Accessibility will be increased by 20% for eligible persons into MHC within 10 working days of referral over the next five years. MHC will continue to strive for an increased overall satisfaction rate of 5% for its patients, stakeholders and employees.
Strategic Analysis and Choice: While there are other private and public mental health providers in Washington County, MHC considers itself one of the area’s top outpatient programs.
Plan Goals and Implementation: MHC has identified goals to increase accessibility, be more efficient and effective while providing a high level of satisfaction to its persons served in order to remain strong while remaining nationally accredited through CARF International.
Critical Success: The MHC internal stakeholders are critical to the future success and management strives to give them a voice and support many of their recommendations. MHC respects and values employee input.  The MHC strives to develop and sustain strong collaborations with external stakeholders.
